WiAHC Welcomes Hoven Consulting

Hoven Consulting Excited to Represent WiAHC on Government Affairs Initiatives

On July 1, 2018, the Wisconsin Association for Home Health Care began its partnership with the Madison-based government affairs firm Hoven Consulting, Inc. The firm provides comprehensive government affairs and lobbying services for WiAHC. The new partnership bolsters WiAHC’s advocacy and legislative efforts in the Wisconsin State Legislature and Governor Scott Walker’s administration.

The team at Hoven Consulting is excited and grateful to represent WiAHC before state policymakers. As this is our first communication to you, we want to take this opportunity to introduce ourselves.

Hoven Consulting, Inc. is an independent, client-centered government affairs consulting firm. Our mission is to provide clients with a strong voice in the legislative arena and to ensure they are effectively positioned to meet their government affairs goals.

The Hoven Consulting team has nearly four decades of experience working in and with government at all levels. Our in-depth knowledge of the legislative process and relationships with key legislators and administration officials enables us to quickly navigate the unpredictable waters of state government and succeed within a constantly evolving political landscape.

Hoven Consulting’s entire lobbying team will be working on efforts for WiAHC to ensure your needs and expectations are addressed.

Timothy Hoven, Founder and President, has more than 25 years of experience working in Wisconsin government and politics, including eight years as a member of the Wisconsin State Assembly. Prior to his election to the State Legislature, Tim served as an Ozaukee County Board supervisor and worked as a senior capitol aide in the Wisconsin Senate.

As a legislator, Tim focused his efforts on business-related issues, including utility, banking and construction legislation. As Chairman of the Assembly Energy & Utilities Committee, he authored two landmark energy bills that restructured the state’s electric utility landscape.
Tim was regarded as a strong advocate for his constituents with an approachable and bipartisan demeanor.

After leaving the Legislature in 2002, Tim founded Hoven Consulting to provide clients with a wide array of legislative, regulatory and public affairs services. Since its formation, Hoven Consulting has had strong growth based on legislative success and client satisfaction.

Tim holds a B.S. in Political Science from the University of Wisconsin-Oshkosh.

Erik Kanter joined Hoven Consulting in 2016 as a Government Affairs and Communications Associate. He has been active in Wisconsin politics for a number of years.

He previously served as a senior legislative advisor for State Representative John Murtha during his time as Assembly Majority Caucus Chair. Erik worked on a diverse range of policy initiatives and was also a member of the Assembly Majority communications team.

Prior to working in the Wisconsin State Legislature, Erik worked on legislative campaigns and gained valuable experience interning for Congressman Paul Ryan.

Erik’s keen knowledge of the legislative process and experience in crafting targeted communication are important in ensuring Hoven Consulting successfully serves its clients.

Erik graduated from the University of Minnesota with a bachelor’s degree in Political Science.

Dan Carpenter joined Hoven Consulting in 2017 as a Government Affairs and Communications Associate. He has been active in Wisconsin state and local politics for a number of years.

He previously served as a senior legislative and communications adviser for State Representative Chris Danou. Dan worked on policy initiatives that focused on rural issues and staffed various committees that included agriculture, insurance and transportation.

Prior to his role with Representative Danou, he was an aide for State Representative Jon Richards and an intern for U.S. Senator Herb Kohl. Dan was elected to the Fitchburg Common Council in 2013 and currently serves as the Common Council President.

Dan’s communication background, knowledge of the legislative process and experience in local government are central to Hoven Consulting successfully serving its clients.

Dan graduated from the University of Wisconsin-Milwaukee with a bachelor’s degree in History and minor in Communication.

As your lobbyists, we will provide you with timely updates on our efforts as well as major legislative events and initiatives.

Our first order of business is to meet with Governor Walker’s administration on increasing Medicaid reimbursement rates for home health services. The administration is in the early stages of formulating the 2019-21 state budget. During this time, it is imperative for us to meet with administration officials and communicate how their budget proposal can help your industry. We hope to meet with officials in the coming weeks.

While we will be working hard in Madison to advance legislative initiatives, there are things you can do in your communities to help your businesses and Wisconsin’s home health industry. We highly encourage you to meet with your state representative and state senator. Meet them for coffee and teach them about your industry. Let them know how they can help you.

Now is the perfect time to connect with your local legislators. All 99 seats of the State Assembly and 17 seats in the State Senate are up for reelection in November. Your legislators are eager to meet community members just like you and listen to your concerns.
