Hospice Quality Updates

December has started with a flurry of holiday activities, and some hospice quality updates which are summarized below.

Hospice Compare

A refresh of Hospice Compare data was scheduled for November and the updated data was refreshed on Compare December 3, 2018.

CAHPS Hospice Survey


There are two December dates hospices need to be aware of – December 13 and December 31. The first is for survey vendors and the last is for hospice providers.

December 13, 2018 – This is the deadline for CAHPS Hospice Survey approved vendors to complete and submit the updated CAHPS Hospice Survey Attestation Statement. Please click here to view and print the form. The form must be submitted to the CAHPS Hospice Survey Project Team via by December 13, 2018. 


December 31, 2018 – This is the deadline for the CY2018 Participation Exemption for Size Form. Hospices that served fewer than 50 survey-eligible decedents/caregivers in CY 2017 (January 1, 2017 through December 31, 2017 [or from assignment of CCN]) can apply for an exemption from participation in the CAHPS Hospice Survey for CY 2018.

To view or complete the 2018 Participation Exemption for Size Form, please click here for information and instructions. The Participation Exemption for Size Form will be available to complete and submit online until December 31, 2018.

Please note, exemptions on the basis of size are active for one year only. If a hospice continues to meet the eligibility requirements for this exemption in subsequent years, the organization will need to again request the exemption.

Many hospices are concerned that the response rate for the CAHPS Hospice Survey is low as many experience response rates lower than for surveys utilized prior to implementation of the CAHPS Hospice Survey. CMS released the response rate for the current CAHPS Hospice Survey reporting period and the upcoming reporting period and it is 33% for both. CMS is not concerned that this is a low response rate as the rate for CAHPS surveys in other healthcare arenas tends to be a little lower than the response rate for hospice and 33% is an acceptable response rate. However, CMS has indicated that it will accept feedback from hospices regarding suggestions for possibly increasing the rate. The Case-Mix Adjustment document has been updated with case-mix adjustments for each question composing a publicly reported CAHPS Hospice Survey measure top- or bottom-box score, displaying the four most recent quarters within the 8-quarter rolling reporting period: Q2 2017 – Q1 2018.

The CAHPS Hospice Survey State Score document for the upcoming public reporting period (second quarter of 2016 through the first quarter of 2018) is available here. It provides the top-box, number of hospices responding by state, and the response rate for the state.

The CAHPS Hospice Survey National Percentiles document for the upcoming public reporting period (second quarter of 2016 through the first quarter of 2018) is available here. It provides top-box and bottom-box scores for each measure.

Hospice Quality Reporting Program – HEART

CMS previously indicated that there would be another Special Open Door Forum (SODF) on HEART in December; however, that SODF is postponed until March 2019. NAHC will share information on this as it becomes available.
