MedPAC Opposes Episode-Based Payment for Post-Acute, For Now

On March 8, 2019 the Medicare Payment Advisory Commission (MedPAC) panel concluded that a unified payment system for post-acute care facilities should be based on each patient stay and not the entire episode of care.

The discussion among commission members focused on how to create a unified prospective payment system to make Medicare fee-for-service payments in post-acute settings more accurate than they are now. Commission members discussed systems based on both episodic and patient-stay payments and found merits to both systems, but eventually abandoned the episodic system out of concerns that post-acute providers would discharge patients too soon.

Commission members did agree that they might want to reconsider an episodic system at some point in the future.
